Francisco Javier García Fernández (born November 24, 1959, in San Francisco de Macorís, Duarte province) is a Dominican lawyer, economist, and political leader, recognized for his influence in the Dominican Liberation Party (PLD) and his performance in high positions of the Dominican State during the administrations of Leonel Fernández and Danilo Medina. He was Minister of Tourism for more than a decade and head of successful presidential campaigns of the PLD.

Subsequently, he studied Economics at the Universidad Autónoma de Santo Domingo (UASD), obtaining a bachelor's degree.
