Santo Domingo. – The President of the Republic, Luis Abinader, ordered the promotion of General Andrés Modesto Cruz Cruz, P.N., to the rank of Major General and his designation as the new Director General of the National Police, through Decree No. 111-26.
The provision is based on the provisions of articles 255 and 256 of the Constitution of the Republic and Law no. 590-16, Organic Law of the National Police, which grants the president the power to appoint the director general of the institution from among active general officers. Likewise, the decree repeals article 1 of Decree no. 557-23.
In the same decision, Major General Ramón Antonio Guzmán Peralta was placed in an honorable retirement due to the cessation of his duties as Director General of the National Police and appointed as advisor to the President of the Republic on police matters.

Major General Cruz Cruz has a long career within the institution, characterized by performance in strategic areas of control, supervision, and internal management. Until his appointment, he served as Inspector General of the National Police (2023-2026). Previously, he held positions such as Director of Internal Affairs, Regional Director South, Director of Liaison between the Ministry of Defense and the National Police, and Director of Internal Control, among other high-ranking responsibilities.
He is a civil engineer graduated from the Universidad Nacional Pedro Henríquez Ureña (UNPHU) and holds a master's degree in National Defense and Security from the Instituto Superior para la Defensa “General Juan Pablo Duarte y Díez”. His training includes specialized programs in transformational leadership, criminal investigation, crisis management, energy security, dignitary protection, and international cooperation, including training with organizations from the United States, Israel, and Colombia.
Throughout his career, he has received multiple decorations and recognitions, including the Medal for Merit of the Public Servant in the First Category and distinctions awarded by the Armed Forces and the General Directorate of the National Police, in recognition of his career and institutional commitment.
