Santo Domingo.– The Attorney General of the Republic, Yeni Berenice Reynoso, assured that the Public Ministry is undergoing a profound transformation process aimed at efficiency, transparency, and the defense of the rule of law, during her presentation of the 2026 Accountability Report.
In her intervention, the magistrate especially highlighted the work of the Fugitives, Rebels and Convicts Capture Unit, led by Andry De Los Santos, emphasizing that this department is in charge of locating, tracking and arresting people declared in rebellion, fugitives or convicted by the justice system, thus strengthening criminal prosecution and compliance with judicial orders. Reynoso maintained that the role of the State goes beyond traditional administration, emphasizing that "the State reforms, transforms and innovates", describing the current management as the beginning of an "institutional revolution" focused on excellence. In that sense, he affirmed that the Public Ministry has ceased to be an observer of crime to become an institution focused on people, aimed at guaranteeing social peace and compliance with the Constitution. The prosecutor explained that the work of the body is based on article 169 of the Dominican Constitution, which establishes its responsibility to direct the criminal investigation and exercise public action on behalf of society. However, she specified that the institutional vision also includes the protection of victims and witnesses, as well as respect for due process. He also emphasized that accountability is an essential principle in public service. "He who does not want to be accountable cannot be a public servant," he pointed out. In the administrative sphere, Reynoso highlighted the performance of the Superior Council of the Public Ministry, which he described as historic, after holding 43 working sessions and addressing more than 340 issues, many of them discussed in sessions that exceeded 14 hours. He indicated that these advances have made it possible to strengthen the career of the Public Ministry through transparent promotion processes, which included 16 interview sessions with more than 500 prosecutors nationwide. Similarly, he highlighted the implementation of the 2026-2029 Institutional Strategic Plan, built with the participation of more than 600 actors, including representatives of civil society, the public sector, lawyers, and victims. The prosecutor emphasized that, for the first time, the strategic plan was aligned with the operational plan and the procurement plan, which has allowed for a more efficient budget execution, positioning the Attorney General's Office among the three institutions with the best performance in this aspect.
