UNICARIBE presents new Rector 2025–2027 and reaffirms its commitment to educational innovation

Santo Domingo. - The Universidad del Caribe (UNICARIBE) held a solemn event, accompanied by academic authorities, to officially announce the appointment of Dr. Ricardo A. Ramírez Mendoza as the new rector for the period 2025-2027, after complying with the corresponding protocol established in the Board of Directors of UNICARIBE. The chancellor, doctor José Alejandro Aybar M., emphasized in his opening speech at the event held at the UNICARIBE headquarters, "continuity, institutionality and vision of educational future." "More than a change, it signifies the consolidation of the educational commitment, the continuity of excellence, quality, and innovation that UNICARIBE represents, with an institutional trajectory of 30 years, a reflection of university maturity, further strengthening the national development, and that of its students as the central axis of our educational mission," Aybar M. underlined in the presence of Dr. Franklin García Fermín, Minister of Higher Education, Science and Technology (MESCYT) and José Cancel, the vice-minister who accompanied him.

During the event, the work of Dr. Emilio Mínguez, the outgoing rector, was recognized, who was received amid a peculiar ovation after it was announced that he was appointed Vice President of the UNICARIBE Council. Mínguez assumed as rector in February 2023. His extensive career of more than 50 years of teaching experience and high academic positions at the Polytechnic University of Madrid was highlighted, as well as his human quality, his respectful treatment and his academic leadership. Also, Dr. Ricardo A. Ramírez Mendoza, the incoming rector, was distinguished upon assuming the position by the educational authorities. The event was led by the Members of the Board of Directors of UNICARIBE, as well as by the members of the Board of Directors of the Caribbean Educational Foundation, including Shahily Pimentel, María Gabriela Bonnelly and Lorena del Llano, and apologies were presented by Dr. Manuel Bergés Coradin. Reading of the Minutes issued by the Extraordinary General Assembly As stipulated, during the event, ACTA No. 11-2025-001-6 was read, issued at the Extraordinary General Assembly of the Board of Directors, held on November 6, 2025, whose Third Resolution establishes the Designation of Doctor Dr. Ricardo A. Ramírez Mendoza as rector of the Universidad del Caribe - UNICARIBE for the period 2025–2027. It was unanimously approved by the members of the UNICARIBE Council composed of: Jorge Besosa, President, Emilio Mínguez, Vice President, Franklyn Holguín Haché, Treasurer, Enrique Darwin Caraballo Beloso, Secretary, Catherine Kury, Vocal, Milagros Yost, Vocal, José Manuel Campo Vidal, Vocal and José Alejandro Aybar M., Chancellor. Trajectory of the new rector, Dr. Ricardo A. Ramírez Mendoza The new rector has a high-level academic and scientific background. He is a Mechanical and Electrical Engineer, with a Master's degree in Control Engineering from the Tecnológico de Monterrey; he holds a second Master's degree in Science and a PhD from the Institut National Polytechnique de Grenoble (INPG), France, in a joint program with the University of Karlsruhe, Germany. He has held academic leadership positions at the Tecnológico de Monterrey for over 30 years: Program Director, Director of Research Centers, Dean of Engineering, and Rector of the Mexico City Campus. Under his leadership, the main research groups in Engineering and Sciences operated, as well as three National Centers: Water, Biotechnology, and Innovation in Digital Technologies. His experience includes international positioning strategies, scientific diplomacy, academia-industry linkage models, development of research professors and scientific-technological entrepreneurship programs. He is the author of more than 400 publications, with more than 6,700 citations, holds 3 patents, and has directed more than 40 master's theses and 6 doctorates. Recognized with the highest level of the National System of Researchers (SNII) of Mexico, level III starting in 2026, and listed among the top 2% of the world's most cited scientists according to Stanford University and Elsevier (2025). He also works as an international professor at multiple universities in Latin America, Asia, and Europe. He is a certified consultant for the IDB, as well as an expert in the ISO 56001 standard on innovation management systems. Among others at the event, the presence of Jorge Luis Polanco and Alejandrina Germán, members of the Consultative Council, stood out; as well as the President of ADOU, Dr. Wady Ramírez, as well as rectors, vice-rectors and authorities from sister institutions.
