Santo Domingo.- The Minister of Housing, Habitat and Buildings (MIVHED), Víctor -Ito- Bisonó, led the first session of the Oversight Commission for public investment procurement and contracting processes in infrastructure, formalizing its implementation as a mechanism for supervision and monitoring of these institutional processes.
The commission, of an honorary nature, was created by Resolution No. 001-2026 as the first decision adopted by the minister upon assuming the institution, establishing an external accompaniment scheme for the processes of contracting works and execution of public investment.
During this first meeting, the members were formally incorporated into their functions and received a detailed presentation on how the ministry's purchasing and contracting processes are structured and executed, the administrative implications of each stage, as well as the capital investment planning corresponding to the year 2026.

Minister Bison stated that this type of mechanism guarantees management based on control, monitoring, and strict compliance with current regulations. "Our commitment is to execute each project with efficiency and responsibility, but without sacrificing, under any circumstances, transparency, adherence to the law, and good administrative practices. This commission allows for real follow-up of each process and ensures that everything is done as it should be," he expressed. He added that the objective of the commission's accompaniment and observation is that, at the end of its functions in MIVHED, the establishment of measurable, established, and clear norms and processes remains as an imprint, which can serve to strengthen the Ministry's institutionality. The commissioners valued the initiative that seeks teamwork to guarantee transparency in the management of public funds and showed their full willingness to support this process that benefits everyone. On his side, the president of CONEP, Celso Juan Marranzini, who was also a delegate to preside over the commission, indicated that the initiative promises a lot. In that sense, he guaranteed the full support of the commission. Members of the Oversight Commission The commission will be composed of representatives from the business sector, academia, and independent professionals. It will be chaired by Celso Juan Marranzini, president of the National Council of Private Enterprise (CONEP), and composed of Julio Virgilio Brache, president of the Association of Industries of the Dominican Republic (AIRD), and Odile Camilo Vincent, rector of the Universidad Iberoamericana (UNIBE). The Oversight Commission will act as an advisory and support body, with attributions that include verifying compliance with the legal framework in the processes of purchases and contracting of infrastructure works, issuing preventive observations and recommendations, accessing relevant information, and preparing periodic reports. Likewise, you may participate in meetings of the Purchasing and Contracting Committee when required, as part of your role in monitoring institutional processes. The commission's first meeting took place in the auditorium of the MIVHED, in the presence of vice-ministers and directors of the institution.
