Indotel and Onaprep sign collaboration agreement to install digital rooms in 6 penitentiary centers

The directors of both institutions highlighted the importance of technical and professional training in the process of social reintegration of those deprived of their liberty Santo Domingo.- The Dominican Institute of Telecommunications (Indotel) and the National Office of Support for Penitentiary Reform (Onaprep) signed an inter-institutional agreement that will allow the installation of six digital rooms, in the same number of penitentiary centers, to expand the access of those deprived of liberty to technical and professional training programs. The agreement stipulates that Indotel is committed to installing the digital rooms in: Correction and Rehabilitation Center Rafey Women (Santiago), Correction and Rehabilitation Center La Isleta (Moca), Correction and Rehabilitation Center El Pinito (La Vega), Correction and Rehabilitation Center Baní Women, Correction and Rehabilitation Center Najayo Women and the Correction and Rehabilitation Center La Romana. The agreement was signed by Guido Gómez Mazara, president of the Board of Directors of INDOTEL, and Roberto Santana Sánchez, director of ONAPREP. Gómez Mazara explained that the project incorporates, in addition to a technological dimension, also a human and recreational component recommended by Onaprep, with the purpose of offering those deprived of their liberty, always under strict control and surveillance, spaces that reinforce their mental health and strengthen their overall well-being.

In that sense, he reported that Indotel and Onaprep have established links with renowned figures in the national sports field to promote initiatives that foster discipline, physical and mental health, and harmonious coexistence within penitentiary facilities. Mazara said that the enabling of digital rooms, in addition to improving the efficiency of training programs, strengthens security and complies with the necessary regulations, even facilitating supervised interaction, and in accordance with the protocols of the penitentiary system, between those deprived of their liberty and their lawyers and family members.

"Since we arrived at Indotel, we set out to put technology at the service of the people, and those deprived of liberty have the right to access technological tools that facilitate training and personal growth to reintegrate into society," he expressed.

While Santana Sánchez highlighted that the installation of the rooms will boost the modernization of the penitentiary system. He recalled that technology serves as a valuable tool in the training processes of people and as a window of access to different universities and technical and professional training centers.

“Before this signing, we had already installed the first digital room, because we understand that penitentiary transformation begins by fulfilling, not promising. This agreement simply seals the responsible work we have been doing,” Santana Sánchez assured.

The agreement establishes that Indotel will place and configure the computing equipment, servers, and other devices necessary for the operation of the digital rooms, as well as perform functionality tests and ensure that the installations comply with the technical and security standards established in the DGSPC protocols. The Onaprep, on the other hand, is committed to ensuring the proper functioning of the equipment installed in the digital rooms, its protection and the prevention of any damage, improper handling or unauthorized intervention; to monitor the frequency and effectiveness with which the rooms are used, as well as the level of participation of the inmates. Also provide technical and pedagogical training to the agents responsible for prison surveillance, in order to maintain efficient management of the rooms, as well as to identify the sports spaces available in each center. With this alliance, Onaprep, created through Decree 240-24, and Indotel reaffirm their commitment to the dignification and modernization of the Dominican penitentiary system, guaranteeing real opportunities for reintegration through access to education, technology, and human development.
