Intrant reveals irregularities in contract with Dekolor for more than RD$730 million

Santo Domingo, R.D. – The National Institute of Transit and Terrestrial Transportation (Intrant), revealed that the audit carried out by the Comptroller General of the Republic on the contract with the company Dekolor, for the operation of the national driving license system, detected irregularities that exceed 730 million pesos between what was collected by that company and what the Dominican State actually received.

The entity indicates that at the same time a fraudulent collection scheme operated through the company Pago RD Xchange —closely related to Dekolor— was identified, which, according to the investigation, would have generated structural losses and violated essential principles of internal control.

Therefore, the executive director of Intrant, Milton Morrison, sent a communication to the Attorney General of the Republic, Yeni Berenice Reynoso, dated May 21, 2025, presenting the findings of the audit carried out by the Anti-Fraud Unit of the Comptroller's Office.

The communication sent to the PGR requested that the Public Prosecutor's Office take cognizance of the technical report and act accordingly, in accordance with its legal attributions.

According to Intrant, the criminal complaint filed on July 4th with the Specialized Prosecutor's Office for the Prosecution of Administrative Corruption (Pepca), constitutes the natural continuation of that process of institutional sanitation.

The Intrant also denounced that its head, Milton Morrison, was the subject of threats, pressure and attempts at bribery for millions of dollars, after his refusal to renew Dekolor's expired contract.

They state that this forced the institution to elevate the case to the criminal level.

The Intrant highlights that since September 2024, it initiated an institutional review process and denounces that it resulted in the criminal complaint filed against the company Dekolor, S.R.L., its president Rogelio Oruña, and its general manager, Sandra Oruña, for alleged anomalies in the operation of the national driver's license system.

The institution assured that it has acted in accordance with the law and will continue to collaborate with the Attorney General's Office, the General Directorate of Public Procurement and the Comptroller's Office so that the facts are duly investigated and sanctioned.
