Abinader enacts new Law 47-25 on Public Procurement

Santo Domingo. - From the headquarters of the General Directorate of Public Procurement (DGCP), and as a clear sign of institutional support, President Luis Abinader enacted this Monday the new Law 47-25 on Public Procurement, marking a before and after in the way the Dominican State manages its resources. With this law, the Government not only modernizes the public procurement system, but also raises the standard of transparency, efficiency and accountability in every peso invested by the State.

During the event, the president assured that, with the signing and enactment of the new Public Procurement Law, a firm and decisive step is taken in the transformation of the Dominican State that he has promoted since the first day of his administration, convinced that public resources must be administered with integrity, with responsibility and always at the service of the common good. "Today is an important day for the Dominican Republic. A day in which we reaffirm, with actions and not just words, this government's unwavering commitment to transparency, efficiency, sustainability, and the strengthening of our institutions," he stated. He expressed that his presence here is also a clear message of total support for the work of the DGCP as a governing body and a sign of confidence that they will know how to fulfill their mission with the height and commitment that the historical moment requires. "But beyond the legal framework, we know that a law only becomes a reality if it has the means for its implementation. Therefore, from the government, we are committed to providing this law with the human, technological, and financial resources necessary for its effective application. Because we want its principles of transparency, efficiency, equity, and accountability to be translated into each hiring process, in each awarded work, in each signed contract," Abinader highlighted. And He added: "This law is also a key tool in the fight against corruption. It allows us to close spaces for discretion, strengthen control mechanisms, and guarantee fairer conditions for all actors in the system." The Head of State also highlighted that it is a sign of confidence for investors, of guarantee and equity for suppliers and, above all, a concrete hope for greater well-being for every citizen of the country. "Because behind every contract governed by this law there is a school, a hospital, a road, a social program. There are lives that are transformed and communities that progress." "The law we are enacting today represents a qualitative leap in our institutional framework. It significantly strengthens the role of the General Directorate of Public Procurement, providing it with more capabilities, greater independence, and modern tools for inspection, supervision, and control. It is a Directorate that will now be able to act with the agility demanded by the new times and the new challenges," said the ruler. President Abinader concluded by stating that "governing with honesty and efficiency is not a slogan: it is a firm decision that every peso of the people is invested in the people. That is the difference between any administration and a government that intends to change and transform. And that is the government we are; An efficient, transformative one, with clear rules and clean hands."

What does this law change?

On his part, the general director of Public Procurement explained that the new Public Procurement Law revolutionizes the system with concrete measures that will ensure important improvements, such as: • More transparency and traceability: Each purchase process will be visible and auditable, from the beginning to its execution. • Regime of real consequences: Criminal sanctions are incorporated to prevent and punish irregularities. • Sustainable and inclusive purchases: The participation of MSMEs and women-led businesses is promoted, with a budget allocation of 30%. • New hiring modalities: Such as framework agreements and simplified tenders, which streamline and make processes more efficient. • Technology at the service of the people: The EficomprasRD platform is launched, a virtual store for smaller, transparent, and open purchases. In addition, a coordination framework is established between the bodies for the prevention and prosecution of corruption, such as the General Directorate of Ethics and Governmental Integrity (DIGEIG) and the Anti-Fraud Unit of the Comptroller's Office, to ensure continuous monitoring.
