Announce arrival of William Swaney as new U.S. consul general in DR

Santo Domingo. - The United States Embassy in Santo Domingo announced the arrival of William Swaney as the new consul general in the Dominican Republic, reinforcing bilateral cooperation and the consular commitment of the U.S. with the country.

Swaney, a career diplomat with over 20 years of foreign service, assumes this key position to manage visas, assist U.S. citizens in the country, and strengthen ties between both nations.

"It is an honor to serve in the Dominican Republic and I am committed to strengthening the lasting relationship between our two countries," expressed the new consul.

His appointment marks a return to Dominican soil, as his first mission was in Santo Domingo in 1997 as vice-consul, and he later returned in 2018 to perform functions during the pandemic.

Diplomatic trajectory and vision for the country

Swaney's profile combines international experience in complex areas with a humanist perspective. He has held diplomatic positions in countries such as Mexico, France, Afghanistan, Cameroon, and the Netherlands, in addition to holding positions in Washington D.C. This diversity of experiences positions him as an ideal profile to strengthen consular cooperation, citizen protection, and bilateral dialogue.

Holds academic degrees from the University of Vermont, George Washington University, and Bates College, and is distinguished by their command of Spanish, which will allow for direct and fluent communication with local authorities and the citizenry.

During his management, he will focus on offering transparent, efficient, and respectful consular services, both for U.S. citizens in the country and for Dominicans who wish to travel, study, or work in the United States. Likewise, his leadership is expected to bring new dynamics in areas such as education, migration, cultural exchange, and regional security.

Active diplomacy and strategic bilateral link

Swaney's arrival in Santo Domingo occurs in a key context for the DR-US relationship, marked by issues such as anti-narcotics cooperation, US investments, educational exchange (Fulbright, scholarships), tourism, migration, and regional security. As consul general, Swaney will be a fundamental figure in maintaining diplomatic balance and promoting effective channels for consular attention.

In addition to its institutional functions, its history in complex missions such as Afghanistan and its time in the Dominican Republic in the midst of the pandemic demonstrate a vocation for service in highly demanding contexts. In his arrival statement, he reaffirmed his commitment to "mutual understanding, prosperity, security and the democratic values shared between both peoples."

His appointment also aims to reinforce the perception of closeness between the Embassy and Dominican society, with a focus on open dialogue, respect for local culture, and collaborative work. Visa management, citizen assistance, and student and cultural exchange programs will be among his immediate priorities.
