Gómez Mazara presents achievements of his management; qualifies it as "unprecedented"

Santo Domingo.–The president of the Board of Directors of the Dominican Institute of Telecommunications (Indotel), Guido Gómez Mazara, presented an unprecedented management by showing that in just 17 months the institution has achieved more accomplishments than in previous administrations, promoting a digital transformation agenda with concrete results in connectivity, technological education, regulatory modernization, digital inclusion, citizen security and strengthening the State's supervisory role. “Nobody would have done more than us in 17 months at Indotel”, Gómez Mazara underlined when highlighting the achievements experienced in that institution during his management to bring technology to the service of the people and strengthen international cooperation in favor of digital transformation in the country. The official explained that these advances respond to a strategic vision that conceives technology as a cross-cutting tool for the social, economic, and institutional development of the Dominican Republic, in line with the public policies promoted by the Government. When listing his achievements, he said that, after 24 years of paying rent, Indotel acquired its own building, which will save the State more than RD$1,500 million in the next decade by eliminating rental expenses.

Among the main results, the implementation of the Fiber Optic Internet Connectivity Project in the South region stood out, which has allowed broadband internet to be brought to some 16,000 homes in nine provinces. The initiative, financed by the Inter-American Development Bank (IDB), offers affordable internet plans for RD$299 monthly for six years, in communities that previously lacked fixed connectivity, constituting the State's most ambitious fiber optic expansion effort. Likewise, he highlighted the UASD Connected project, which will provide the academy with fiber optic networks, data centers, energy backup systems and WiFi-6 technology, impacting approximately 90,000 students, teachers and administrative staff of the Santo Domingo, Santiago, San Francisco de Macorís and San Pedro de Macorís campuses. In addition to these initiatives is the project "Connectivity and Digitization of Collections in the Border Market of Dajabón", developed with the Ministry of Finance and Economy, which will replace the manual collection system with an automated digital model, strengthening internal controls and preparing the ground for the incorporation of electronic payments and digital receipts. In terms of regulation, the Indotel Board of Directors approved Resolution 148-2024, through which the minimum speed of the fixed internet service was increased from 4 to 30 megabits per second download and from 1 to 10 Mbps upload, improving the quality of service and aligning the country with more competitive regional standards. In educational matters, Gómez Mazara reported that during his administration, Indotel has managed more than 30,500 scholarships in STEM areas and 3,000 specialized scholarships in cybersecurity, in addition to promoting alliances for the expansion of the Instituto Tecnológico de las Américas (ITLA) in San Pedro de Macorís, Pedernales, Moca, San Francisco de Macorís and Cotuí. He also highlighted the launch of the "Soy Digital" program, aimed at training 100,000 parents and guardians of children and adolescents in the education system in basic digital skills. In terms of security, Indotel initiated the process of modernizing the General Telecommunications Law 153-98, with the aim of adapting the regulatory framework to the challenges of the digital age, strengthening competition, and guaranteeing greater protection for users. The official announced that the bill on the new regulatory framework for the sector will be presented in the coming days. Similarly, the institution implements the "Connected Detachments" program, providing connectivity and technological tools to 183 police detachments, which will improve the agents' response capacity to citizens.  Another relevant milestone was the first technical test of the National Alert System, supported by Indotel and other state entities, marking a crucial advance in prevention and response to emergency situations. An agreement was also formalized with the Department of Investigations of High Technology Crimes and Offenses (DICAT), which will allow to expedite the extraction and analysis of digital evidence to combat computer crimes. In terms of inclusion, Gómez Mazara highlighted the integration of people with disabilities into the institutional structure, as well as the progress of the transition process to Digital Terrestrial Television (DTT), which guarantees better audiovisual quality and a more efficient use of the radioelectric spectrum. In the exercise of its supervisory role, Indotel has carried out 35 closure operations, imposing 21 sanctions for the illegal provision and resale of telecommunications services, which included the closure of 22 internet resellers and 13 illegal broadcasters.

International Agenda

In the international arena, Gómez Mazara led the process by which the Dominican Republic assumed the presidency of REGULATEL in 2025, for the second time since 2011, and presented the country's candidacy to the Council of the International Telecommunication Union (ITU) for the period 2027-2030, strengthening the country's positioning in digital governance spaces. Among the strategic projects is also a joint satellite initiative with the government of Spain, aimed at bringing connectivity to rural and remote communities, guaranteeing digital inclusion without geographical limitations. With these achievements, Guido Gómez Mazara's management consolidates Indotel as a key player in the modernization of the telecommunications sector, reduces digital divides, and positions the Dominican Republic as a regional benchmark in digital transformation and technological governance.
