The Chamber of Deputies approved, in a single discussion, the resolution that approves the Contract for the exploration and exploitation of hydrocarbons, signed between the Dominican State and the Global Min Consortium, on August 29, 2025.
The agreement was introduced via the Senate of the Republic by the Executive Branch and approved in that to the National Congress.
With the agreement, both parties share the common object of exploring, developing and producing hydrocarbons in the Contract area, as well as processing, transporting, storing, lifting, exporting and marketing hydrocarbons, whether within or outside the contract area.
The legislative initiative was studied by the Permanent Energy Commission of the Chamber of Deputies, headed by Representative Oscar Adolfo Morel, which issued a favorable report for its approval.
In said report, the commission states that "Global Min Consortium, The Contractor, will assume all risks, costs, and responsibilities inherent in oil operations, and will be responsible for providing the technology, machinery, equipment, personnel, capital, and other investments that may be necessary to carry out oil operations within the contract area."
It also states that the benefits received by the State as a result of the exploitation of natural resources will be dedicated to the development of the Nation and, specifically, of the provinces where said resources are located, in the proportion and conditions established by law.
"That, within the benefits derived from this Contract, the Contractor is obliged to design and execute, throughout its term, a Knowledge and Technology Transfer Program, whose object will be the strengthening of the technical, operational and regulatory capacities of the Dominican State and must contemplate, at a minimum, the technical and operational training of the personnel of the Ministry of Energy and Mines and of the other public entities linked to the hydrocarbons sector," the agreement contemplates.
Other initiatives
The deputies approved in second discussion and made into Law the project that designates with the name of Father Joaquín Soler Corominas the soccer stadium of the municipality of Jarabacoa in the province of La Vega.
They gave the same treatment to the bill that designates with the name of Leopoldina Taveras Martínez, the section between kilometer 7 of the road that connects El Seibo-Hato Mayor, passing through Candelaria Magarin to Bejucal.
Similarly, they approved in second reading and made into Law the project that declares November 10th of each year as "Dominican Medical Woman's Day", in honor of Dr. Evangelina Rodríguez Perozo, who was the first female doctor in the Dominican Republic.
They also made into law the project that designates the Palace of Justice of the Judicial District of Santiago Rodríguez with the name of César Octavio Saint-Hilaire Cabrera.
In addition, they approved in second reading, with modifications, the bill that declares October 25 of each year as Cooperativism Day in the Dominican Republic, with modifiers. This project returns to the Senate for this body to be aware of these modifications.
