Report CEA fails to comply with Presidential decree ordering land title in SDE

Failure to comply with the decree is generating illegal usurpation and conflicts, so they call for resolving the situation as soon as possible and avoiding a tragedy.

Santo Domingo.- The legal representatives of Mr. Juan Rivera Cordero, who acquired land in 2013 located in Cadastral District 32, Parcel 21-C-2, denounced that the executive director of National Assets & State Sugar Council (CEA), Rafael Burgos, has not complied with the Presidential order dictated by decree number 3625, to definitively title said lands.
The complainants are unaware of the reasons why the CEA has not acted on the aforementioned decree, issued by the Legal Consultancy of the Executive Branch on March 10, 2025, however, the non-compliance with it is generating situations of usurpation and illegal occupation of the land, which suggests some kind of collusion between the invader and the authorities called upon to resolve the problem.
"I grant Special Power to the executive director of the State Sugar Council (CEA) so that in the name and on behalf of the Dominican State... he signs the contracts through which he sells, cedes and transfers the portions of land described in favor of... Juan Euclides Cordero", dictates the order signed by President Luis Abinader in March 2025.
The delay on the part of the CEA is being taken advantage of by Mr. Jangle Vásquez Rodríguez, representative of the companies DOCAR S.R.L. and Grupo Nativa-Credigas, who has used armed men to illegally occupy said lands, and despite the cause gains that the different instances and the Executive Branch itself have given in favor of Mr. Rivera Cordero, he has accelerated the illegal occupation of the land and has carried out different maneuvers outside the law to achieve possession of it.
Mr. Jangle Vásquez Rodríguez has incurred in this practice despite the fact that since 2019 he has been notified by a bailiff's act of the records of said lands in favor of Mr. Rivera Cordero before the CEA and together with the Eighth Chamber of the Land Tribunal of the Original Real Estate Jurisdiction of the National District, the Title Registry of the National District, the Regional Directorate of Cadastral Surveying, the Company DOCAR S.R.L.
The representatives of the legitimate owner of said lands called on the director of the CEA, Rafael Burgos, to resolve said situation as soon as possible, as ordered by the decree issued by the Executive Branch 3625 in favor of Mr. Rivera Cordero, and that this does not end up being one more case of violation of the legal security of the country, and in a tragedy between individuals due to the delay or negligence of the State.
