The Ministry of Finance and Economy (MHE), in coordination with the Center for Analysis for Public Policies (CAPP), held today the "Conversation on the contemporary economic context", which was led by the renowned economist and former Minister of Finance of Chile, Felipe Larraín, who made a comprehensive analysis of the perspectives of the global, regional and local macroeconomic situation.
The activity brought together economists, academics, communicators, and officials led by the Minister of Finance and Economy, Magín Díaz, and the Minister of Industry and Commerce, Víctor-Ito-Bisonó, in his capacity as president of the CAPP.
During the day, the challenges and opportunities facing Latin America and, in particular, the Dominican Republic in the current economic environment were evaluated.
In that sense, Larraín highlighted that the Dominican Republic exhibits as a strength a high and sustained growth above the countries of Latin America, which next year will be located above 4.5%.
He also highlighted the low inflation rate, the Central Bank's autonomy, the political and social stability the country is experiencing, and the plan for 2036 that sets achievable goals in terms of development.
In addition, he recognized the increase in per capita GDP over the years; the sustained fall in unemployment; the reduction in the rate of labor informality and poverty that the Dominican Republic has compared to its regional peers, as well as the low levels of credit risk measured by the main international insurers. Given these indicators, the specialist considered that the country is at an important moment that can allow it to become a developed economy in the next 5 to 10 years, taking into account the context of political and social stability it is experiencing.
Likewise, he made four recommendations to the country focused on strengthening institutions: maintaining an efficient fiscal rule, establishing an Autonomous Fiscal Council for consultations, having sovereign funds, and a medium and long-term fiscal framework.
The discussion, held in the Jesús María Troncoso room of the Central Bank of the Dominican Republic (BCRD), became a space for analysis and technical updating, reaffirming the institutional commitment of the MHE and the Center for Analysis for Public Policies with continuous training and the promotion of economic policies aligned with international standards of transparency and sustainability. When making interventions during the activity, the minister, Magín Díaz, explained the importance of having this vision that puts the performance of the Dominican Republic in perspective against the global context.
On his part, Minister Bisonó thanked the speaker and said that "Dominican Republic is a stable, dynamic, peaceful country, attractive for investment and a protagonist of the most vigorous growth on the continent".
Speaker's Background
Felipe Larraín, who has a recognized career in economic matters in the region and the world, holds a Ph.D. in Economics from Harvard University and is a commercial engineer from the Pontifical Catholic University of Chile.
He was Chile's Minister of Finance from 2010 to 2014 and reassumed that same position between 2018 and 2019. In the long list of recognitions he has received, the designation as "Best Minister of Finance of Latin America" in 2010 and "Chilean Economist of the Decade" in 2025 stand out.
According to his professional profile, he has advised 15 governments and collaborated as a consultant with international organizations such as the Inter-American Development Bank (IDB), the World Bank, the International Monetary Fund (IMF), the Economic Commission for Latin America and the Caribbean (ECLAC), and the United Nations (UN). One of his achievements was leading, in 2019, the issuance of the first sovereign green bond in the Americas, internationally recognized as one of the best in its category. In addition, he is an academic, editor, and author of more than 10 books published in Latin America, the United States, Europe, and Asia.
