The Executive promulgates law merging the Ministries of Finance and Economy

Santo Domingo.- President Luis Abinader promulgated this Tuesday law 45-25 which provides for the merger of the Ministry of Finance and the Ministry of Economy, Planning and Development and creates the Ministry of Finance and Economy.

This institutional transformation also implies the repeal of Law 496-06, of December 28, 2006, which created the then Secretariat of State for Economy, Planning and Development, said a note from the National Palace.

The law, urgently approved by the Chamber of Deputies in the session of July 15, 2025, and previously sanctioned by the Senate of the Republic on May 22 of this year, aims to ensure a more efficient articulation between fiscal policy and the national system of planning and public investment, in line with the principles of efficiency, fiscal sustainability and good public administration. The new legislation reorganizes the organic structures of both ministries to consolidate them into a single governing entity in economic, financial, and planning matters. Among the main changes it introduces, the transfer of competencies to the Ministry of the Presidency in areas such as international cooperation and territorial planning stands out. Likewise, the reorganization of the vice ministries under a new structure that includes areas such as Treasury and Heritage, Budget and Accounting, Planning and Public Investment, Fiscal Policy, Public Credit and Economy. The law establishes the new ministry as the governing body of the national planning and public investment system and of the set of macroeconomic and fiscal policies of the country. It also includes specific provisions to ensure the continuity of public services, guarantee the orderly transition of personnel, and define the deadlines for regulatory, budgetary, and administrative adaptation. This reform responds to the guidelines of the National Development Strategy and the General Plan for Reform and Modernization of Public Administration, with a view to providing the Dominican State with more rational, efficient, and results-oriented structures, the note affirmed.
