Nelson Arroyo, who becomes the general director of Customs, served during the period 2020–2024 as president of the Dominican Institute of Telecommunications (Indotel), a position he held until his recent replacement. He was born in the municipality of Moca, Espaillat province. He holds a doctorate in Law from the Universidad Central del Este and is the founder of the firm Arroyo & Asociados. His political career includes his election as a councilman of San Pedro de Macorís in 1998, as a civil governor in the year 2000 and as a deputy to the National Congress between 2006 and 2016, where he chaired the Accounts Chamber commission and was a member of the Justice Commission. In addition, he has been a spokesperson for both the PRD and PRM caucuses.Víctor “Ito” Bisonó, now Minister of Housing and Buildings, is a public servant with more than 30 years of institutional experience. He was Minister of Industry, Commerce and SMEs from August 2020 and four times deputy of the National District between 2002 and 2020. He has promoted important legal frameworks in terms of competitiveness, renewable energies, commercial companies and institutionality, and has been part of the National Council of the Magistracy. His public management has been characterized by a technical, pragmatic and results-oriented approach.
