The Mived said, in a note, that the establishments were operating without the construction licenses or final inspection certifications required for their operation. The institution indicated that the decision is based on the principle of administrative self-protection, which allows the administration to adopt immediate preventive measures to safeguard public order, the safety of buildings and, as a priority, life and citizen security. Official signs were placed on the front of the establishments, warning that any attempt to remove, destroy, alter, or hide the signage will be considered a violation of the corresponding legal provisions. The Ministry of Housing and Buildings specified that the closure is temporary and strictly precautionary. It indicates that the owners have the opportunity to regularize their situation in accordance with current regulations.
