SANTO DOMINGO.– The Senate of the Dominican Republic approved in first reading the bill regulating the Retentive Embargo, an initiative of senators Ricardo de los Santos, Cristóbal Venerado Castillo and Antonio Manuel Taveras Guzmán.
The regulations stipulate that credits and movable property affected by the withholding order are subject to seizure, including financial products and incorporeal assets, in accordance with chapter IV of the law. In addition, it provides that each procedural act may only affect a maximum of ten credits per act. The withholding order allows a creditor to affect sums and movable property of their debtor that are in the possession of a third party, with the aim of preserving and executing a certain, liquid and enforceable credit.

In a second reading, the senators approved the bill that grants tax and tariff exemptions to cardiovascular, ophthalmological, and endocrine medical supplies and equipment, presented by Senator Ginnette Bournigal de Jiménez. The law seeks to facilitate access to these products, which patients currently have to acquire directly from distributors, raising their cost. During the session, other projects were also discussed, including the regulation of the professional practice of private detectives, modifications to law 90-24 on the issuance of public debt securities, the declaration of the bullfights of El Seibo as Intangible Cultural Heritage, and the establishment of November 10 as "National Dominican Women Doctors Day", in honor of Dr. Evangelina Rodríguez Perozo. In a single reading, the Senate approved three resolutions, including the termination of the Minerva Mirabal Elementary School and the construction of the Casa de los Niños Educational Center, both in Las Terrenas, Samaná province. A scroll of recognition was also awarded to Dominican Major League player Felipe Alou, for his sporting career, at the request of Senator Héctor Acosta. The President of the Senate, Ricardo de los Santos, called the next session for Tuesday, September 23rd at 10:00 in the morning.
