The following provinces are under a yellow alert: La Vega, Samaná, Hato Mayor, El Seibo, Bahoruco, Monseñor Nouel, Sánchez Ramírez, Montecristi, Elías Piña, Independencia, and La Altagracia. While on green alert, due to the storm moving north at 4 km/h, are Maria Trinidad Sanchez, Santiago and Duarte, the COE indicated in a statement. Emergencies also indicated that Melissa has maximum sustained winds of about 100 km/h with higher gusts, and strengthening is forecast in the coming days. The COE recommended "to refrain from crossing rivers, streams and ravines that present high volumes of water in the provinces under alert". Also, on the Caribbean coast, he urged operators of fragile, small and medium-sized vessels to remain in port due to abnormal wind and waves, as well as heavy downpours, thunderstorms and reduced visibility. While on the Atlantic coast, "they can navigate with caution near the coastal parameter without going out to sea."
