Ombudsman's report reveals the Police is the institution that most violates rights

Santo Domingo. - The Defensor del Pueblo presented the Second National Human Rights Report, in which it revealed that the National Police continues to be the institution that most violates fundamental rights in the Dominican Republic. Following, as areas with the greatest deficits, are health services, education, environmental protection and labor guarantees, considered among the least assured rights in the country. According to the report, 50% of the people surveyed identified the Police as the main violator. Even so, 63% believe that the quality of public services has remained the same or has improved compared to five years ago. However, almost half of the population states that the deficiencies of these services partially or totally limit the effective exercise of their rights. The information comes from the study conducted by the constitutional body through surveys, regional consultations, dialogues in your community, media monitoring, institutional statistics, and analysis of national jurisprudence. He specified that the most vulnerable populations are women, the elderly, and those with some disability.

"We recognize that today more Dominicans know what their rights are, and a sign of that is that 50% of the population trusts the Ombudsman," said the head of the extra-power body, Pablo Ulloa.

To get a close look at the perception of the guarantee of Human Rights, the Ombudsman visited the 32 provinces and more than 120 municipalities of the country. This allowed him to raise the diagnosis of the guarantee of rights. "It has been hard work and 2024 and 2025 served to bring the Ombudsman to the people through The Rights Route and the Dialogues in your Community," he declared. "In 2026 we will have the Houses of Rights in 10 regions of the country, to expand the field of action of our institution," Ulloa pointed out.

The Second National Human Rights Report of the Ombudsman was presented this Wednesday, December 10, in commemoration of the 77th anniversary of the Universal Declaration of Human Rights.

The event featured the participation of the director of the National Institute of Public Administration (INAP), Gregorio Moreno, who was in charge of the presentation “Service delivery systems from a fundamental rights perspective”.
