An international conference on Human Rights and the Penitentiary System will be held

Santo Domingo.- The National Office of Support for Penitentiary Reform (ONAPREP), in coordination with the School of Law of the Universidad APEC (UNAPEC) and various national and international academic institutions, announced the celebration of the International Conference “Human Rights and Penitentiary System: Global Challenges and Comparative Good Practices”, which will take place on Wednesday, December 10th at 9:00 a.m. in the Auditorium Dr. Leonel Rodríguez Rib of the Universidad APEC. The event will bring together experts from Portugal, Ghana, Guatemala, Puerto Rico, and the Dominican Republic, who will address the current challenges of the penitentiary system and present successful models that integrate the protection of human rights, institutional management, and social reintegration strategies. Among the international guest speakers are Ana Paula Sobral, director of the Viseu Prison Establishment (Portugal); Kwaku Agyeman-Budu, dean of the Faculty of Law at GIMPA University (Ghana); Julio Santana, rector of Albizu University (Puerto Rico) and Juan Carlos Corzo, director of the New Penitentiary System Certification of Guatemala

From the Dominican Republic, the specialists will participate; Antoliano Peralta Romero, legal consultant to the Executive Branch; and magistrate Rafael A. Báez, judge of the Criminal Chamber of the Court of Appeals of the National District.

The activity aims to promote academic and technical exchange on best practices to strengthen penitentiary systems in the region, as well as provide tools that contribute to a more humane, efficient management aligned with international human rights standards. ONAPREP highlighted that this conference is part of the Dominican State's ongoing efforts to move towards a modern, safe penitentiary system focused on human dignity, integrating international cooperation and academic updating as key axes to promote reform. The institution invited students, professionals, media, and the public interested in justice, human rights, and prison administration to participate in this day of reflection and learning.
