The Minister of Public Administration, Sigmund Freund, received from the Organization of American States (OAS) the results of the mission report: Inter-American Cooperation Mechanism for Effective Public Management (MECIGEP OAS - MAP 2025) which establishes the progress of the Dominican Republic in terms of Institutional Performance Evaluation (EDI) and its commitment to the strengthening of democracy and institutionalism.
The report was delivered by the director of the Department for Effective Public Management of the OAS, María Fernanda Trigo, who highlighted the technical knowledge and governance of the Ministry of Public Administration (MAP) as the articulating entity of strategic projects, as well as the relationships of trust and collaboration that have been built with institutions in the field of EDI.
The head of the MAP highlighted that “this report is a sample of how little by little we continue to advance as a country towards a culture of continuous improvement, managing to become a benchmark in the region in terms of performance evaluation and the improvement of public services, strengthening administrative efficiency, transparency and accountability through robust and effective evaluation systems”.
The report demonstrates a commitment to strengthening democracy, leveraging existing systems, and consolidating initiatives aimed at citizen satisfaction and the generation of public value. It also highlights the capacity of the MAP and its Vice Ministry of Institutional Performance Evaluation to articulate and coordinate multiple governing bodies for the adoption of improvement plans based on the measurement of their indicators. Furthermore, it recognizes the Government's effort to achieve an institutional performance evaluation model "mature and appropriate to the Dominican reality, based on relevant international references (CAF Model) and that respects the level of organization and maturity of the national public administration." Cabinet meeting In the fifty-second meeting of the Council of Ministers, the head of the MAP presented the progress recorded in the Institutional Performance Evaluation (EDI), highlighting that the country is steadily moving towards a more efficient, modern, and results-oriented public management model. During his intervention, Freund pointed out that a solid base of strategic planning has been consolidated in the prioritized institutions, accompanied by a process of inter-institutional articulation involving the Ministry of Finance and Economy, the Ministry of the Presidency and the MAP itself, with the purpose of ensuring that the strategic goals translate into verifiable results for the citizenry. The official emphasized that the Institutional Performance Evaluation has become a key tool to boost the quality of public management, linking institutional incentives to the achievement of objectives, fostering a culture of continuous improvement, and consolidating transparency and accountability in the public sector. About the OAS MECIGEP mission The Inter-American Cooperation Mechanism for Effective Public Management (MECIGEP) is an institutional mechanism whose purpose is to facilitate peer dialogue, exchange of experiences, and technical cooperation strategies that support the achievement of national goals and priorities set by each of the OAS Member States. The MECIGEP-OAS MAP mission is the result of a sustained technical process, developed over months through the analysis of documents, exchanges, and inter-institutional coordination between 11 governing institutions of the Institutional Performance Evaluation System and more than 100 public servants, who demonstrated good practices to consolidate a public administration oriented towards evaluation, learning, and continuous improvement. It is supported by internal management and institutional strengthening indicators, as well as strategic planning and results, with the aim of identifying areas for improvement and ensuring that public institutions provide better services to citizens, act with transparency, and align with government plans.
