Government deposits in the Senate the merger project between Education and Higher Education

Santo Domingo,.- The legal consultant of the Executive Branch, Antoliano Peralta Romero, informed today that the organic bill that provides for the merger of the Ministry of Higher Education, Science and Technology (Mescyt) with the Ministry of Education (Minerd), initiative that promotes the reorganization of the National Education System through the organic integration of both institutions, was deposited in the Senate of the Republic.

The project establishes that the Ministry of Education will assume the leadership of the education system at all levels, from early childhood education to higher education, respecting university autonomy.

The proposal, according to a note from the Presidential Palace, seeks to modernize the administrative structure of the sector, strengthen inter-institutional coordination, and optimize the use of public resources. Among the main novelties of the project, the suppression of the Mescyt stands out, transferring all its functions, attributions and competencies to the Ministry of Education. Also, the creation of the Education Advisory Council, an advisory body in charge of accompanying the Minerd in the formulation, evaluation, and monitoring of educational policies. Also, the update of the organizational structure of the Ministry of Education, consolidating vice-ministries and functions oriented to operational services, territorial management, strengthening of the education sector, higher education and quality assurance. The information stated that the implementation of an orderly transitional process is also sought, which includes staff relocation, asset transfer, budget adjustment, and the elaboration of the new Organic Functional Regulation of the Minerd. The declaration of high national priority of the comprehensive reform process of the education system, as well as the mandate to present proposals for the updating of pre-university education, higher education and science, technology and innovation laws within 12 months, added the note. Peralta Romero highlighted that this reform is part of the General Plan for the Reform and Modernization of Public Administration, aimed at ensuring a more efficient and coherent management throughout the system. With the deposit of this initiative, the Government reaffirms its commitment to a more modern, articulated, and results-oriented education, for the benefit of the human, scientific, and productive development of the Dominican Republic, the document concluded.
